Japan's 0.6 Rule (個人輸入の6掛けルール)
For personal-use imports, Japanese customs calculates the taxable value as 60% of the product price (shipping and insurance are excluded). A $100 item → taxable value = $60 → ~¥9,000 → under ¥10,000 = TAX FREE. A $110 item → taxable value = $66 → ~¥9,900 → still TAX FREE. Effective tax-free limit: ~$111 USD per product (at 150 JPY/USD). This makes the real threshold much more generous than the ¥10,000 figure suggests.
Leather, Knitwear & Footwear — De Minimis Exceptions
Leather handbags, wallets, leather goods, knitted garments, and certain leather-soled footwear are excluded from the ¥10,000 de minimis exemption — customs duty applies regardless of value. Keep this in mind when ordering leather or knit products from US stores.
De Minimis Reform — Possible Changes from April 2028
Japan's 2026 Tax Reform Package is reviewing the ¥10,000 de minimis threshold and the 0.6 rule for personal imports. A government working group has proposed either eliminating or lowering the threshold, and potentially abolishing the 0.6 rule entirely. Changes are expected from April 2028, with transitional measures starting January 2027. For now (2026), both the ¥10,000 threshold and 0.6 rule remain in effect.
Simplified Tariff for Small Imports
For goods with a taxable value under ¥200,000, Japan applies a simplified tariff schedule with only 7 rate categories (instead of thousands of standard HS codes). Common rates include 5% for general consumer goods, 10% for clothing/accessories, and 15% for leather goods. This simplifies customs clearance for personal shoppers.
