New: French €2 Handling Fee (Active Since 1 March 2026)
France is the first EU country to implement a national customs handling fee on low-value imports. Since 1 March 2026, a €2 fee per unique HS code is charged on all parcels under €150 from outside the EU. This means: 1 pair of shoes (1 HS code) = €2 fee; shoes + skincare set (2 HS codes) = €4 fee; 3 T-shirts (same HS code) = €2 fee (same product type). This fee is in addition to the 20% TVA that already applies to all imports. Starting July 2026, a further EU-wide €3 per-item duty will also apply. ForwardMe's consolidation feature helps reduce shipping costs to offset these additional charges.
TVA Collection on Forwarded Packages
France charges 20% TVA on all imported goods from the first euro — there is no tax-free threshold for commercial purchases. When using a package forwarder like Forwardme, the carrier (DHL, FedEx, UPS, or La Poste) collects TVA, any customs duty, and the €2 handling fee upon delivery. For packages arriving via La Poste/Colissimo, expect a processing fee of approximately €8–€15 in addition to TVA. Express carriers typically include processing in the shipping price.
