When Do You Need an EEI Form?
You do not need an EEI just because your whole shipment’s total value exceeds $2,500. The rule is more specific: if the total value of items under a single HS / Schedule B (commodity classification) code in the shipment exceeds $2,500, then EEI filing is required for that classification.
Example to illustrate:
- You send Package A containing electronics (HS code 8471) worth $3,800.
→ Because all items are under one HS code and exceed $2,500, an EEI is required for that HS code. - You send Package B containing shoes (HS code 6403) worth $2,501, and also a t-shirt (HS code 6109) worth $1,200 (under a different HS code).
→ For the shoes (HS 6403), since $2,501 > $2,500, an EEI must be filed for that HS code.
→ But for the t-shirt (HS 6109), its value is under $2,500, so that classification does not require EEI—even though the whole package’s total value is higher.
So in a mixed-HS shipment, only those HS codes whose combined value passes the $2,500 threshold require EEI. Other HS codes in the same shipment that stay under $2,500 are exempt.
